Cement clumping is mainly caused by moisture exposure. When cement absorbs water from humid air, rain, wet floors, or condensation during transport, particles may harden into lumps. A PE liner can reduce this risk by adding a moisture barrier inside the paper bag, but it cannot solve every storage problem by itself.
